LPG Cylinder Company vs Refilling Propane Gas Bottles: What a Quality Inspector Checks Before You Choose

If you typed aceccse or LPG cylinder company into Google and ended up here, you're probably trying to answer the same question: should I swap my LPG gas canister, refill my LPG BBQ gas bottle, or buy a large propane gas bottle and start over?

I have an unfair advantage when answering this. I'm a quality and compliance manager at a mid-sized LPG cylinder company. Over the last four years, I've reviewed roughly 12,000 cylinders every year before they go back into circulation. Actually, 'review' is a polite word. In Q1 2025, I rejected about 3.4% of cylinders that didn't pass my checks. The main reasons: expired test dates, damaged valves, and rust hiding under fresh paint.

So this is not a generic comparison. It's the comparison I wish more customers ran before they paid for gas.

You have three options in front of you:

  1. Swap or exchange. Give your empty bottle to a retailer or gas supplier and take a full one.
  2. Refill your own cylinder. Take it to an LPG cylinder company and have it filled.
  3. Buy a new bottle. Purchase a cylinder and then choose refill or exchange later.

I'm going to compare them on four things: cost, safety, convenience, and ownership. Each dimension can point you in a different direction, so don't pick a winner until you've read all four.

Dimension 1: Cost — the total price, not the sticker price

Everyone starts with price. It's also where the biggest mistake gets made.

Refilling a standard LPG BBQ gas bottle is usually cheaper per kilogram than swapping it. The problem is that a refill price only applies if your cylinder is valid. If the test date has expired, the bottle has to be retested or replaced before it can be filled. Now your cheap refill is suddenly more expensive than a swap would have been.

When I compared one customer's annual use — home BBQ plus a patio heater — the refill route saved them about $80 over the year. That's real money. But they had to remember test dates, get the bottle to us during weekday hours, and wait. A swap at the hardware store would have taken less time.

For a bigger operation, the numbers change. Another customer ran two catering trailers with ten 45kg large propane gas bottles. When they switched from swapping at a retail chain to refilling their own cylinders with us, they saved close to $2,300 in the first year. The difference was that all ten bottles were in current test date and they had a proper storage area.

That comparison made me realize something: the real choice isn't refill vs swap. It's whether the bottle sitting in your backyard is ready to be filled safely.

Dimension 2: Safety — what I check before a cylinder gets filled

Refilling propane gas bottles is normal, but it's also where a bad cylinder becomes somebody else's problem.

In Australia, the key standard is AS/NZS 1596:2014, which covers the storage and handling of LP Gas. Under that standard, cylinders need to be kept upright, in a ventilated place, and away from heat. The bottle itself must be in current test date with a valid stamp, and should not have serious dents or rust. A cylinder with a damaged valve should never be filled.

I know that sounds obvious. It wasn't obvious to me when I started.

I once had a near miss with a 45kg cylinder that looked perfect. It had a valid test stamp, the paint was clean, and the weight was right. When the filling hose was attached, the operator heard gas escaping around the valve. We stopped the fill immediately, isolated the bottle, and lost almost half a day investigating. The valve had a cracked seat that a visual inspection didn't show. That incident cost us around $1,800 in downtime, and it taught me to trust testing procedures over appearances.

The surprise, though, wasn't the old cylinder with rust underneath the paint. It was how many almost-new bottles have cheap aftermarket valves. Those are the ones that worry me. In my experience, a low-quality replacement valve is a bigger red flag than surface rust.

Swap/exchange is the convenience winner for most home users. You can do it on a Sunday afternoon, at a service station or hardware store, usually within a few minutes. That alone is worth a premium if you don't want to plan ahead.

Refilling is less flexible. Our depot is open weekdays and limited Saturday hours. A standard refill takes five minutes, but a customer walking in with a questionable bottle can hold up the queue. That's fine if you're not in a hurry.

For commercial customers, the balance shifts. A business using a large propane gas bottle on a forklift or heating system should not be loading a 45kg bottle into a ute and driving to a retailer. It makes more sense to have the LPG cylinder company deliver and swap bottles on a fixed schedule. That's often cheaper than buying from a retail counter and safer for everyone involved.

That said, I've seen plenty of businesses run on unplanned emergency calls. They wait until the gas runs out, then pay a rush delivery fee. Seeing those calls compared with scheduled refills made me realize how many extra costs we create by not planning.

Dimension 4: Ownership, tests, and who is responsible

Swap/exchange means you're renting the cylinder. The supplier owns it, tests it, and retires it when needed. That's a real advantage if you only use an LPG gas canister occasionally.

Refilling your own bottle means you own the maintenance. When it passes inspection, the per-kg price is attractive. But when it fails, you pay. A retest for a 9kg gas bottle is not huge. For a 45kg large propane gas bottle, the cost can be significant, and in some cases it's safer to replace the whole cylinder.

If you lease a large propane gas bottle, read the contract carefully. Some lease agreements include test and valve replacement. Others don't. I've seen a customer pay annual cylinder rental and then get a separate invoice for a hydrostatic test because the rental only covered the bottle's use, not its certification. That was an expensive surprise.

The industry has changed in the last decade. When I first started, checking a cylinder meant reading a metal stamp and looking at the rubber hose. Now we have barcode tracking, digital fill records, and automatic scales. That has made refilling more consistent. But the fundamentals haven't changed: LPG is flammable gas under pressure, and the cylinder is the safety barrier. No tracking system replaces a physical check.

So, which should you choose?

If you ask me, this is how to decide:

  • Choose swap/exchange if you cook on the BBQ a few times a month, or if you want zero responsibility for test dates. You're paying a little extra for peace of mind.
  • Choose refilling from a trusted LPG cylinder company if you use gas more than once a week. The savings matter over a full year.
  • Choose a new large propane gas bottle if you have predictable demand and a maintenance plan. Make sure the bottle comes with a clear test date and a valve you can trust.
If you want the cheapest gas, refill. If you want the easiest gas, swap. If you want the biggest bottle, buy or lease. But never choose any option without knowing who checked it last.
